Ald. Manuel Flores (1st) plans to introduce a new law at Wednesday's City Council meeting to crack down on graffiti. The proposed ordinance calls for a stricter penalty--from a $500 maximum to $1,500 on those who produce graffiti and a ban on the possession of etching cream by minors unless supervised by a parent or teacher. The proposed ordinance also places more responsibility on offenders parents in the form of financial restitution for graffiti victims.

"The reality is these are hardworking business folks who are running on razor thin profit-margins" Flores said at a news conference Tuesday morning. "You can't really quantify in terms of dollars how it affects communities."

In 2007, the city's Streets and Sanitation Department set aside $9.6 million for cleaning graffiti, Department workers have removed 134,000 graffiti marks this year.

Responsibility for fixing the glass falls on the business owner, Flores said. Often, these small businesses do not file insurance claims for fear of higher premiums.

If a business owner or landlord does not replace the glass, they risk losing significant business, said Logan Square landlord Ian Feinerman, who owns buildings in the 1500 block of North Milwaukee Avenue.

"It just makes them think twice about opening a business in the neighborhood," Feinerman said.

But some business owners have gotten so frustrated after having several of their windows etched that they have stopped fixing the glass.

"Everybody around here has it," said Danuta Harrison, owner of Meble Inc., a furniture design studio at 1462 N. Milwaukee Ave. "What can you do about it.

There is one way to protect windows against the etching cream: a special clear barrier made by 3M and installed by Clearview Solutions. the coating can be applied to the glass to keep the acid from damaging it. When the glass coated with the 3m film is hit with the cream it can simply be removed, leaving the window undamaged.
